APDC's Dr. Chiji Ojukwu Offers Insights on Climate Finance at Uganda's 8th Water & Sanitation Week Conference

From Abuja, Nigeria to Kampala, Uganda 2025 - Dr. Chiji Ojukwu, Managing Director of the Africa Projects Development Centre, participated as a guest panellist in a discussion on "Dialogue Sub-theme No. II: Water and Environment for Climate" at the Ministry of Water, Uganda's 8th Water & Sanitation Week. During the session, he shared deep insights into Uganda's challenges in accessing funding for climate change and water infrastructure projects.

When asked about potential solutions, Dr. Ojukwu highlighted several key strategies. He noted that Uganda can tap into various international programs, such as the African Development Bank Group initiatives, the Green Climate Fund, the Adaptation Fund, and the Global Environment Facility. These funds support projects focused on resilience and adaptation, areas where Uganda is already making progress.

Dr. Ojukwu also suggested that Uganda could draw inspiration from countries like Rwanda, which have successfully accessed Green Climate Fund resources. Additionally, climate bonds, green bonds, and sovereign green bonds offer models that Uganda can leverage to secure additional funding for its water and infrastructure programs. These financial instruments can serve as a catalyst for attracting more investors and enhancing the country's climate resilience.

Furthermore, Dr. Ojukwu pointed out the World Bank's results-based financing programs, where donors disburse funds upon achieving measurable climate-resilient outcomes. This approach enhances accountability and attracts investors, as seen in Ethiopia. Such programs can be instrumental in supporting Uganda's climate actions through both mitigation and adaptation.

Dr. Ojukwu concluded by affirming Uganda's strong foundation for accessing and effectively utilizing climate finance. "Uganda is blessed with robust institutions and compliance with international requirements, positioning it favourably to access these funds and implement successful models from other countries. By strategically utilizing available resources and adopting proven strategies, Uganda can significantly strengthen its water and climate infrastructure, fostering sustainable development and resilience." His contribution was a highlight of the panel, offering actionable strategies to drive Uganda's climate agenda.
